
NYPD CENTRAL REPAIR SHOP: UST REMOVAL INSTALLATION
Client: New York Police Department
The Challenge: NYPD’s fleet maintenance and repair facility required upgraded fuel storage capacity beyond their existing infrastructure. The site needed to close two existing underground storage tanks in place and install new higher-capacity underground storage tanks (UST) to meet operational and space demands.
Our Approach: The Franklin Company Contractors installed two new 4,000-gallon capacity underground storage tanks for renewable diesel and gasoline storage. We increased diesel storage capacity from 1,000 gallons to 4,000 gallons and gasoline storage from 2,500 gallons to 4,000 gallons. Our team also installed a new dispensing island equipped with a fire suppression system
Engineering Solution: We developed a Support of Excavation (SOE) plan with subcontractors to install drilled soldier piles. This approach prevented excessive vibration to the building’s overhead parking garage structure while protecting the garage footing structures from undermining.
Complex Project Challenges:
- Limited Access: Low overhead clearance forced us to use excavators of varying sizes to complete the excavation. We used timber lagging and soldier piles to shore the excavation safely.
- Continuous Operations: The repair facility remained fully operational throughout our work. We coordinated scheduled shutdowns of the parking garage ramp adjacent to our excavation area to install new remote fill boxes and piping. We reopened sidewalks daily to maintain vehicle and pedestrian traffic flow.
- Constrained Work Area: We completed all excavation work from the sidewalk. Our team rigged and set both 4,000-gallon tanks from this limited access point and conveyed all backfill material into the excavation using conveyor belt systems.
- Environmental Coordination: We coordinated with the New York State Department of Environmental Conservation for soil sampling and spill cleanup requirements.
- Site Investigation: Our team conducted soil sampling using truck-mounted geoprobe equipment, collecting samples between the closed-in-place tanks and active oil-water separator systems while working around existing site utilities.
Successful Outcome: Increased fueling capacity leading to more efficient operations.
